Trade Compliance Environment III - IIEI-216
Course Description: This three-week overview course is a continuation of the examination of the trade compliance environment begun in IIEI-214. It is intended for new, entry-level personnel who need to gain a basic level of understanding of specific ITAR topics in the US trade compliance environment, including Denied Entities Screening, Foreign National issues and the need for auditing export compliance process and procedures. Students seeking an in-depth understanding of these topics should enroll in advanced (300-level) courses that deal with these topics.
Prerequisite: Trade Compliance Environment I (IIEI-214), Trade Compliance Environment II (IIEI-215)
Course Credit: 1.5 Credit Hours
Major Course Topics & Course Outcomes
As a result of the group and individual activities included in this course, the student will acquire the following knowledge and skills that can be applied to the workplace:
Denied Entities Screening Processes
- Understand the basis and practice of performing Denied Entities screenings
- Know how to use a checking process for using the Debarred Parties lists
Foreign National (FN)
- Comprehend the definition of a Foreign National / RFI (Representative of Foreign Interest).
- Know the licensing requirements for a FN / RFI under ITAR.
- Understand the risks associated with a FN as related to technology transfers.
- Know the critical issues related to having a FN as an employee under the ITAR.
Auditing Export Compliance Processes & Procedures under the ITAR
- Possess basic knowledge of US Government suggested best
practices for auditing export compliance processes and procedures.
- Understand the importance of self-auditing of export licenses and transactions for compliance with the regulations and procedures.
Record Keeping
- Demonstrate knowledge of ITAR record keeping and reporting concepts.
- Know the ITAR recordkeeping and reporting requirements.
