Understanding the ITAR
International Traffic in Arms Regulations- IIEI-306

Course Description: This course is designed to assist those who are or aspire to be responsible for corporate export compliance to understand the International Traffic in Arms Regulations. The focus of this six-week, online course is on current ITAR regulations, regulations of the Office of Foreign Assets Control (OFAC) and appropriate portions of the United States Code.

Prerequisite: One-year industry experience strongly suggested but not required.

Course Credit: 3 Credit Hours

Introduction to ITAR

• Recognize the purpose and scope of ITAR regulations
• Determine how the ITAR regulations are organized

Empowered Officials

• Identify the role of an EO
• Understand the authority of an EO

License Applications

• Break down the process for submitting license applications

Roles of USG Agencies

• Distinguish the roles of the various US Government agencies in the licensing process.

Responsibility of Individual and Company

• Review the responsibilities of individuals and companies in the licensing process. 

Registration Requirements

• Define the registration requirements for goods and services that are controlled under the ITAR. 

Licenses Issues (related to 22 CFR 123, 129)

• Classify how to apply 22 CFR 123, and 129 in determining licensing requirements.  

Agreements

• Understand the purpose of agreements

Offshore Procurements

• Identify what constitutes an offshore procurement

Exports of Defense Technical Data and Classified Defense Articles

• Review defense data and articles

"Other Defense Services"

• Explain how other defense services are defined.

General Policies and Provisions

• Recognize general policies and provisions relating to the ITAR  

Violations

• Understand the impact of regulation violations on a company 

Administrative Procedures

• Discuss Administrative procedures that will impact trade compliance  

Fees and Commissions

• Distinguish fees from commissions as they relate to international trade

 ITAR Amendments and Staying Current

• Determine the need for keeping up to date on ITAR changes

 Minimizing Liability under the ITAR

• Identify safeguards to limit liability and violations
