Export Administration Regulations - IIEI-307

Course Description: This six-week, advanced technical course examines the current Export Administration Regulations (EAR), enforced by the Bureau of Industry and Security (formerly the BXA) of the U.S. Department of Commerce. It is taught from the perspective of the practicing professional who needs to know, understand and use this knowledge on a regular basis. Special focus is placed on building a strong understanding of all BIS regulations to ensure that all goods entering and exiting the United States do so in accordance with all applicable U.S. laws and regulations.

The course has been designed, and is certified by The International Import-Export Institute (IIEI), to prepare an individual to successfully pass the written examination portion of IIEI's testing for the following upper-level of certification: Certified U. S. Export Compliance Officer® (CUSECO®)

Prerequisite: One year relevant industry experience, or IIEI-201 Exporting/ Importing Environment course are recommended but not required. A background specifically in export compliance is highly recommended.

EAR License Exceptions
  • Distinguish exceptions to BIS license requirements.
EAR Special Reporting Requirements 
  • Review the various EAR special reporting requirements.
Embargoes and Special Controls
  • Explain the general underlying reasons for BIS embargoes and special controls used for enforcement.
EAR License Application Processing and Issuance 
  • Break down the application process for shipments that require an export license from US Department of Commerce's BIS.
EAR Export Clearance Requirements 
  • Interpret the EAR clearance requirements and procedures.
Restrictive Trade Practices and Boycotts
  • List the common trade restrictive practices.
EAR Record Keeping 
  • Review all forms used by the BIS in maintaining compliance with the EAR.
EAR Terms and Definitions 
  • Identify the common terms used in the EAR to communicate and enforce EAR policy. 
EAR Forms 
  • Discuss the major EAR forms and their usage.
